The North Northamptonshire Joint Planning Unit has published Proposed Main Modifications to the submitted Plan for a six week consultation from Wednesday 3rd February until Wednesday 16th March.
These proposed changes are set out in a Schedule of Proposed Main Modifications which provides the rationale for changes. For convenience, they are also marked up in a version of the JCS amended by the Proposed Main Modifications.
A separate Schedule of Minor Modifications (minor typographic or factual corrections/updates) is also published for consultation. Supporting information to Main Modifications 32 and 44 is provided in examination documents EXAM 8 and EXAM 9.
Why have Proposed Main Modifications been made to the JCS?
The North Northamptonshire Joint Core Strategy was submitted to the Secretary of State for Examination on 31st July 2015. Information on the JCS Examination can be viewed here.
As part of the examination of the JCS, the Government appointed Planning Inspector Mr Nigel Payne BSC (HONS) DIPTP MRTPI MCMI held 7 days of hearing sessions in November 2015. A number of proposed Main Modifications have arisen during the examination process, including discussion at the examination hearings. They have been endorsed by the North Northamptonshire Joint Committee (10th December 2015) and the Planning Inspector has confirmed that he is content that the draft schedule of Main Modifications is satisfactory for public consultation.
How to comment on the Proposed Main Modifications
At this stage, the JPU, on behalf of the Inspector is only seeking feedback on whether the Proposed Main Modifications are sound when considered against the tests of soundness set out in national policy, namely that the changes are:
A: Positively prepared
D: Consistent with national policy

The consultation runs for 6 weeks from Wednesday 3rd February until Wednesday 16th March 2016.
Representations should be made to the Joint Planning Unit by 5.00 p.m. on Wednesday 16th March, at the latest. These should be made using the representation form and should set out if and why in the light of the test of soundness, the Proposed Main Modifications need further changes.
Representations at this stage should relate only to the Proposed Main or Minor Modifications. Representations that relate to parts of the Strategy unaffected by the proposed modifications will not be accepted.
The Proposed Main Modifications have been accompanied by an update to the Sustainability Appraisal which considers the social, environmental and economic effects of the Plan, the reasonable alternatives that have been considered in its development and its contribution towards delivering sustainability objectives
What happens next?
Following this consultation, the JPU will forward all representations on the Main Modifications to the Planning Inspector who will consider these as part of his examination of the JCS. Following this, the Inspector will complete his report, recommending any Main Modifications that he considers necessary to make the Plan “sound”.
Any representations on the schedule of Minor Modifications will be considered by the JPU when the plan is finalised.
